Waverly Global is led by Laura Lockard. Always with a public affairs frame, Waverly Global helps clients successfully promote complex initiatives, diversify resources, and navigate sensitive issues through impact communications.

Waverly Global is a consortium that consults for international non-governmental organizations, corporate and government sectors, and for universities in the US and abroad. Waverly Global specializes in strategic communications, public service and governmental affairs, issues and brand management, science and research advocacy, international capacity strengthening initiatives, and project management.

Laura Lockard

Laura Lockard is Principal of Waverly Global. She is dedicated to leading efforts that contribute to a better world. That passion, combined with her expertise in international strategic communications, public affairs advocacy, and development programming, is the core of the Waverly Global approach.

Laura works with international science and research leaders and supports international university collaborations. She provides program management for non-profit organizations and advocates for research and development across Africa, with expanding efforts in Southeast Asia. She also brings international development expertise from Central Asia and the Caucasus.

Beyond global strategic communications and public affairs, Laura works with U.S.-based universities to develop and implement external advocacy and community initiatives — from communications strategy for global health research programs to helping connect citizens with their elected representatives.

Formerly at Washington State University’s Paul G. Allen School for Global Health, Laura led global health outreach collaborations with federal and international partners, including the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), the U.S. Agency for International Development (USAID), the World Health Organization (WHO), the World Organization for Animal Health (WOAH), and the Food and Agriculture Organization of the United Nations (FAO).

Laura previously served as Country Director in Kazakhstan and Senior Program Manager in Armenia for the National Democratic Institute for International Affairs. For the past two decades, she has also volunteered as an international election monitor with the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR).

Earlier in her career, Laura held leadership roles as Vice President of Communications and Public Affairs at the Woodland Park Zoological Society, Communications Director for the Seattle City Council, and Deputy Communications Director for Governor Christine Gregoire. She also served as Senior Consultant at APCO Worldwide Public Affairs and advised multiple candidate and statewide initiative campaigns in Washington state.

Laura holds an M.S. in International Relations from Northeastern University and a B.A. from the University of Washington’s Henry M. Jackson School of International Studies.
